A micro blog differs from a traditional blog in that its content is typically much smaller.
Users send each other messages that are called "tweets" and the tweet is limited in size. This is would appear to be useful who have one sentence to say to each other (pun intended).
The Twitter social network does allow for its users to restrict access to those who can view their tweets, so it can be looked at as a instant message tool between users so they can send it's other fast messages "hey, going to the store be back in five", etc., similar to the SMS (short message service) used on cell phones to text one another.
